DEAR MAYOR BOWSER MAKE ME AN UNDOCUMENTED IN DC

Dear Mayor Bowser,

This is a letter of thanksgiving for your leadership and defiance and appreciation for your commitment to undocumented persons, often called illegal immigrants, and overall well-being.

Let me establish context in this petition. You are the $250,000  a year Mayor of a federal district, under the authority of the US Congress and established under the auspices of the US Constitution. In fact, I am well-pleased that your administration spent as much time and talent in promoting and executing actions to make a popular event of Constitution Day on Wednesday, September 17, 2025 on the Mall as it did in making successful the World Pride events hosted May 27 - 29, 2025 throughout DC. You made DC gayer than its ever been and we thank you. 

I am a 59 year old, black conservative American in Southeast DC. I suffered a stroke in December 2023. I was treated at Medstar Washington Hospital, where my second stroke was induced allegedly by an assault by a nurse and two technicians. The alleged assault resulted in me becoming a hemiplegic, bedridden,  and in need of 24 hour nursing care for the rest of my life. This might be a news flash because I have been trying unsuccessfully to report this assault to your Metropolitan Police Department (MPD). I know your young men, women, and others are busy solving the murder of Charnice Avia Milton and others overcome by the lawlessness despite your heavy handed law enforcement. Your crime policies resulted in a 87% drop in carjackings in DC. They are worthy of defense. “The federal surge has had a significant [decrease] on crime in Washington, DC, and we greatly appreciate the surge of officers that enhance what [DC’s Metropolitan Police Department] has been able to do in this city,” Bowser said. Your flattery of President Trump is too kind.


Madam Mayor, depending on your massive singleness of mind and leadership, I seek your sovereign authority to grant me this petition: make my family and I undocumented, illegal aliens, in the Nation's Capital. You once made an undocumented person, a public school superintendent in Iowa who has been detained by immigration agents previously a principal in D.C. Public Schools, so I know you have the power. You defied President Trump after his temporary occupation by ending cooperation with Immigration, Customs Enforcement (ICE). You said, "Immigration enforcement is not what MPD does. And with the end of the emergency, it won't be what MPD does in the future," I can only imagine the awe felt at 1600 Pennsylvania Avenue when your words echoed in the hallways. A DC Mayor said that to a President of the United States. You have the Power.

I want to become undocumented. I know that I did not pay the taxes that others paid in the Congo, Guatemala, Germany, and Venezuela did but i want the benefits that they receive in the federal district that you manage. Undocumented migrants, including DACA holders, are ineligible to receive most federal public benefits, But you one upped the Biden regime and defy the Trump administration. You provided room and board, healthcare and legal benefits. You even provide food. According to DC law, since I suffered strokes I have been labeled disabled. DC Law provides a 3-year statute of limitations for medical malpractice claims related to a stroke, requiring a 90-day notice before filing a lawsuit. Something Medstar hoped I didn't know and hoped that family and friends will continue to obstruct justice. While I must report the assault to uninterested police,document everything, contact a lawyer, gather medical documents to receive appropriate compensation in a medical malpractice lawsuit, I have no income, not even medical disability, and $95 a month in food support. Trust me, I appreciate the donation but I would prefer the benefits given to the undocumented right now.

 Madame Mayor, I know you are quite busy planning a stadium, keeping the city pristine and reducing crime, especially after celebrating not one year in your terms having one hundred homicides or less. You are a progeny in law enforcement. I can't wait until you get to all of those unresolved homicides like Charnice Milton. You provide the Immigrant Children's Program even when you know that people are not eligible. It is D.C. funded Medicaid managed care provider (MCO) for children who are only ineligible for Medicaid as a result of their immigration status. You got the power! You also provide the DC Healthcare Alliance. That is MCO with no citizenship eligibility requirement. Adult immigrant residents of D.C. who do not qualify for Medicaid receive health coverage through the Alliance. Alliance does not include mental health supports, substance abuse counseling, and has limited medical providers. (Requires in-person interview). In DC, "illegal aliens" or undocumented immigrants experience significant mental health challenges due to deportation fear, trauma, and limited access to culturally competent mental health services, though community health centers offer some care. Don't worry, Biden compatriots in the Trump administration got you covered with a warning.  "There is growing evidence that hostile post-migration environments and restrictive and punitive immigration policies are associated with devastating physical and mental health outcomes among refugees, asylum-seekers, and immigrants. Moreover, restrictive immigration policies also have widespread consequences for all U.S. citizens, especially those from racial/ethnic or religious minority populations, as well as U.S. citizens with family members without legal residency" wrote Rosalind Ghafar Rogers, PhD, LMHC, Clinical Behavioral Health Subject Matter Expert with USCRI’s Refugee Health Services in Arlington, VA. You also provide post-secondary education financial aid and in-state tuition, D.C. driver’s license and child care for refugees and trafficking victims. You got power in spades.


Madame Mayor, YOU have been a tremendous champion of undocumented persons. I know that you will flatter and give credit to the City Council but it is your auto-pen that makes the difference. I know that you have President Trump fooled, you are an excellent politician. You have him fooled that he has absolute power over DC. We all know that he must come on his knees to you and beg for your power. It is in this vainglory that I petition to become an undocumented person. If I have too many documents as a US citizen, please let me know.
